Hainan Province recently officially announced it will fully halt sales of traditional internal combustion engine (ICE) vehicles by 2030 — making it the first provincial-level administrative region in China to implement an ICE vehicle sales ban. This target has been incorporated into the newly released Hainan National Ecological Civilization Pilot Zone's 15th Five-Year Plan (2026–2030), signaling the tropical island's accelerated push toward a province-wide electrified transportation system.
As one of China's smallest provinces by land area (~35,400 km²), Hainan boasts the 612.8-km-long G98 Hainan Ring Expressway. Its compact geography aligns closely with the current range capabilities of mainstream battery electric vehicles (BEVs), offering natural advantages for efficient charging infrastructure deployment and user adoption.
By mid-2026, Hainan had achieved renewable energy as the primary source of electricity supply — and already ranks first nationwide in new energy vehicle (NEV) market penetration. In total NEV stock, it ranks second, trailing only populous provinces like Guangdong.
According to the plan, NEVs must account for 23.75% of all motor vehicles in the province by 2025; that share is projected to exceed 45% by 2030. At that point, all newly purchased or replaced official vehicles, sanitation trucks, passenger transport vehicles — and all privately purchased new vehicles — must be powered exclusively by clean energy, except for specialized work vehicles.
To support large-scale adoption, Hainan is accelerating construction of its charging network — with a target car-to-charger ratio of no more than 2.5:1. Yet challenges remain: A 2022 People's Daily report noted the insufficient coordination between charging/hydrogen refueling infrastructure and urban planning, compounded by Hainan's position at the southern end of the China Southern Power Grid, resulting in chronically low energy self-sufficiency and relatively high electricity prices.
In response, Hainan has proposed a 'Foundation-Building' strategy: aiming to raise its energy self-sufficiency rate from 24% in 2025 to 54% by 2030 — primarily through nuclear power expansion and scaling up wind, solar and other renewable sources. It also plans differentiated traffic management policies — including priority license plate issuance, road access privileges, and parking incentives — for NEVs — to accelerate the phaseout of ICE vehicles.
