Chinese automakers entering the U.S. market may bypass traditional paths — such as building greenfield factories or establishing direct-sales networks — and instead adopt a 'China-Owned, U.S.-Built' (COBV) model: Chinese-led engineering development, assembly at existing U.S. plants, and sales through established franchised dealer networks.

Not Starting from Zero: Leveraging Existing Capacity for Rapid Entry

Industry observers suggest that initial COBV models will likely roll off existing 'brownfield' facilities — not newly built ones. For instance, a U.S. domestic plant could produce vehicles engineered by BYD, incorporating numerous components from Chinese supply chains, yet bearing another brand's badge under a joint-operating framework. Previously acquired overseas brands controlled by Chinese enterprises — such as Polestar — were seen as early blueprints, but ran into real-world setbacks due to data architecture issues.

In late June 2025, the U.S. Department of Commerce denied approval for Polestar to sell its 2027-model-year vehicles in the U.S., while its sister company Volvo Automotive received an exemption. The key difference lies in data storage location: Volvo's systems run on European servers, whereas Polestar relies on Chinese infrastructure. This precedent sends a clear signal to prospective dealers: before affiliating with any new brand, they must rigorously ask, 'Is vehicle data fully decoupled from China's technology stack?'

Price Disruption and After-Sales Uncertainty Coexist

For consumers, COBV vehicles look identical to domestically produced models — but offer significant cost advantages. BYD unveiled an all-electric crossover in spring 2026 priced as low as $14,000; the cheapest currently available U.S.-built EV starts around $29,000. To bridge trust gaps, manufacturers may emulate Hyundai Automotive's U.S. entry strategy — offering longer, broader factory warranties.

Yet while short-term sales logic is clear, long-term fixed-operation challenges remain highly uncertain: technician training systems, parts availability timelines, warranty fulfillment capability, and overall after-sales profitability all carry substantial risk. Research shows younger, EV-leaning customers exhibit higher acceptance of Chinese brands — but loyal traditional American-brand users remain resistant. Early sales are expected to concentrate in compact sedans and crossovers, not full-size pickups — a structural shift affecting dealers' model mix and used-car exposure management.

Regulatory Red Lines: Connectivity Software Ban Forces Technical Overhaul

In January 2025, the Biden administration formally enacted new rules banning connected-vehicle software and hardware linked to China or Russia from entering the U.S. market. A proposed bill introduced in May 2026 specifies that the software ban takes effect on January 1, 2027, while hardware restrictions extend until 2030. Consequently, every China-engineered vehicle sold in the U.S. must sever all Chinese ties via software rewrites, component substitutions, or technical routing redesigns. This will directly inflate R&D costs, delay time-to-market, and trigger typical after-sales growing pains — including incompatible diagnostic tools, missing repair manuals, and slow parts turnover.

The first 24 months will serve as the true stress test for fixed-operation capability: insufficient technician proficiency, elevated warranty claim rates, and pressure on customer satisfaction will become commonplace. Dealers must anticipate — not just a technical adaptation challenge, but a systemic service-resource reallocation effort.
